Program Overview
The Partnership for a Circular Tomorrow (PACT) is a platform by The Coca-Cola Foundation and the Global Environment & Technology Foundation (GETF) that supports innovative solutions and service delivery models to reduce packaging waste, strengthen local recycling systems, and advance inclusive waste management across the Eurasia and Middle East region.
In 2025, PACT launched its first phase of high impact initiatives across Azerbaijan, Kazakhstan, the Kingdom of Saudi Arabia (KSA), Türkiye and Uzbekistan. These initiatives aim to uplift waste workers and scale growth-stage waste enterprises, supporting circular innovation and transforming lives.

AZERBAIJAN
In Azerbaijan, PACT is supporting EcoHub in advancing the circular economy by expanding recycling infrastructure, improving collection points, and partnering with local government to drive targeted, high-impact improvements.

In Kazakhstan, PACT is supporting Evreka in strengthening recycling systems by optimizing supply chains, enhancing PET traceability, and developing technology-driven collection models to unlock the full potential of traditional waste management companies.

KINGDOM OF SAUDI ARABIA
In the Kingdom of Saudi Arabia, PACT is supporting NAQAA Solutions and Lesser App in addressing post-consumer plastic waste by implementing innovative recycling systems, supporting segregated collection, and raising consumer awareness to improve post-consumer PET management.
LESSER APP
TÜRKIYE
In Türkiye, PACT is supporting the expansion of To-Ka, a user-friendly mobile app that provides transparent, traceable collection data and improves access to clean post-consumer PET through door-to-door collection while driving awareness on waste management.
TO-KA
UZBEKISTAN
In Uzbekistan, PACT is supporting Wasteless in expanding PET collection by installing designated containers in urban areas, partnering with local hotels, universities, and informal waste pickers, and improving collection points to increase post-consumer PET recovery.
