Clean Coal: Strategy Proposed for Deploying IGCC Facilities

Developed by William G. Rosenberg, Dwight C. Alpern, and Michael R. Walker, the two volume report “Deploying IGCC in this Decade with 3Party Covenant Financing” describes a financing and regulatory proposal to support near-term investment in electricity generation from Integrated Gasification Combined Cycle (IGCC) facilities. The paper describes environmental, energy, and national security benefits to the United Stated from deploying IGCC technology, obstacles that have inhibited domestic deployment, and a blueprint for how the nation can take the initial steps to commercially deploy the technology in this decade through a financing and regulatory program that reduces financing costs and provides a technology risk tolerant investment structure. The paper was prepared as part of a three-year program in the Kennedy School's Energy Technology Innovation Project (ETIP), a joint effort of the Environment and Natural Resources Program (ENRP) and the Science, Technology, and Public Policy Program (STPP).  For more information about the ENRP please see: http://bcsia.ksg.harvard.edu/?program=ENRP
